ping is missing IDN support

The ping util is missing IDN support (at least in 19.10).

For other packages (e.g. bind9) this was enabled a long time ago: https://bugs.launchpad.net/ubuntu/+source/bind9/+bug/175316

Thank you for your bug report, could you give an example of how to test that IDN support is working if it was enabled?

With idn:

$ ping öbb.at
PING öbb.at (195.69.192.140) 56(84) bytes of data.

Without idn:
$ ping öbb.at
ping: öbb.at: Name or service not known

Thanks for the detail, indeed it has the wrong bug depends on libidn, I reported that to Debian now

I've also tested a build in a ppa, https://launchpad.net/~ubuntu-desktop/+archive/ubuntu/ppa/+build/19267763 and indeed your testcase works now
