iptables from Ubuntu 6.10 is not able to properly process icmp policies

Bug Description

Binary package hint: iptables

when I try to run shorewall I get the following error message.
iptables v1.3.5: Unknown arg `--icmp-type'
Try `iptables -h' or 'iptables --help' for more information.
   ERROR: Command "/sbin/iptables -A Drop -p icmp --icmp-type fragmentation-needed -j ACCEPT" Failed

even the command
$ iptables -p icmp -h
is not working with the iptables provided by the package manager.
After I download the iptables from http://www.netfilter.org/ and compile and install, the command and shorewall start working.
I am using Ubuntu 6.10.
