Bug Description
I have noticed that there are a few modules that don't load at start-up.
Here are some useful lines from journal.

I found this while trying to install iptables-
Expected: netfilter to complete configuration
What happened: Netfilter failed as one of it's dependencies where not loaded
This is Ubuntu ARM by the way

I then commented out the required modules for cups, and everything works fine now.
So, cups bug?
