ungrammatical line in ip-rule(8) page

Bug Description

The first line under DESCRIPTION on the ip-rule(8) man page is currently:

> ip rule manipulates rules in the routing policy database control the route selection algorithm.

It should have "control" changed to "that controls" (to apply to "database") or "to control" (to apply to "manipulates").

Hey everyone,

I just wanted to let you know that I have emailed a patch file to the iproute2 mailing list to fix the grammatical error in the ip-rule(8) man page.

The patch file is titled '0001-fixed-the-grammar-in-ip-rule-8-man-page.patch'.

I believe that this change will improve the readability and clarity of the man page, and make it easier for users to understand how to use the ip rule command.
