I'd note that this is a release critical bug. You can't release an OS with bugs in the iproute package and expect people to use it.

I can confirm that this affects amd64 systems running both Ubuntu Desktop and Ubuntu Server in 8.04 beta without Xen.

iproute (20071016-1ubuntu1) hardy; urgency=low

  * debian/patches/tc_qdisc_segv.patch: Fix an off-by-one error that causes
    segfaults in tc on amd64. LP: #210541.
  * Modify Maintainer value to match the DebianMaintainerField
