Bug Description

Binary package hint: ipe

Ipe does not seem to be able to parse its own config files when run under with LANG=en_DK.UTF-8, which uses a "," as desimal seperator instead of a ".". This leads to a host of trouble including arrowheads having with 0. Everything works well with LANG="C"

I observe the same bug on one of my machines : arrowheads do not appear with locale LANG=fr_FR.utf8, and reappear with LANG=C. Strangely, another machine, also under 10.04, is unaffected. The main difference is that the first has a 64-bit installation, the second a 32-bit one.
