[hwe] i965-va-driver on bionic is missing support for Comet Lake and Coffee Lake

Bug Description

Currently , libva fails to load the 2.1.0 driver on Comet Lake graphics on 18.04.

If we want to support this newer hardware , we need to backport version 2.3.0 of the driver.

Unfortunately the HWE deal doesn't include libva or the vaapi driver.
Users will have to acquire themselves or from a ppa.
Why no idea, maybe saves 'resources'
