intel-microcode should not be in main

Bug Description

Hello!

This Ubuntu help page https://help.ubuntu.com/community/Repositories/Ubuntu says "Main - Canonical-supported free and open-source software." Since intel-microcode is not a free and open source software it should not be in main.

Same issue with amd64-microcode.

(From the same page it seems these both packages should be in "restricted".)

The contents of intel-microcode is not software, but firmware, and is executed by the hardware itself, and is not software executed by the linux kernel at all.

Closing this as a duplicate, of the bug, which was used to justify and promoted intel-microcode from restricted to main.

If not then how can it be included in a section meant for "Canonical-supported free and open-source software" i.e. main?
