Launchpad: missing functionality in "Subscribe Someone"

Bug Description

When using the "Subscribe Someone" feature in specifications, there's a missing word in the introduction paragraph and the field to enter the information seems to be missing (or the feature is unimplemented).

Steps to reproduce:
- Login to Launchpad.net (not tested yet while logged out)
- Go to https://launchpad.net/distros/ubuntu/+spec/x-roadmap
- Choose any spec
- Click "Subscribe Someone" on the right menu

Current behavior:
- Intro paragraph is " Please the introductory paragraph here."
- There isn't any input field for introductory paragraph

Expected behavior:
- Intro paragraph should be "Please enter an introductory paragraph here."
- There should be an input field for an introductory paragraph, which I guess would then be emailed to the target being subscribed

- When logged out, one has to login to be able to get to this page

I also noticed that the "Please enter an..." text seems to be remains of a template text used when actually *creating* the functionality of subscribing someone else, if that makes any sense.
