"english" locale not installed by default in Unix Cross Install

Bug Description

When performing the Unix Cross Install in Appendix D.4 of the install guide on the 7.04 DVD when configuring the keyboard, the english locale is not installed and the perl script breaks when defaulting to the "C" locale.

If you install language-pack-en and language-pack-gnome-en PRIOR to configuring the keyboard the perl scripts complete as expected.

I don't know if this is a debootstrap config bug or a documentation bug.

I took very detailed notes of my work-arounds and "gotchas" for this type of install and have proposed doc changes but do not know where or how to submit them.
