/sbin/insserv file is missed in Ubuntu 12.04 LTS, 14.04 LTS, 16.04 LTS

Bug Description

It seems that Ubuntu 12.04 LTS, 14.04 LTS, 16.04 LTS does not have
/sbin/insserv file (see http://packages.ubuntu.com/search?suite=xenial&arch=any&mode=filename&searchon=contents&keywords=%2Fsbin%2Finsserv).

But Debian has this file (see https://packages.debian.org/search?suite=sid&arch=any&mode=path&searchon=contents&keywords=%2Fsbin%2Finsserv).

This package is needed by some software (for example NI-VISA 15.5 - http://www.ni.com/download/ni-visa-15.5/5848/en/). Please add it to Ubuntu 14.04 LTS and 16.04 LTS.
