Bug Description

File > Input Devices > Hardware > 'Tree of devices' and 'Test Area detail' panels are hidden in Ubuntu due to liboverlay-scrollbar.

Patch to add minimum size to the affected panels.
Size on Ubuntu should roughly match size on Windows 7.

Confirmed on Ubuntu 11.10 (Unity), Inkscape 0.48.2.
The tree is invisible.
Not reproduced with 11.04, classic gnome (no Unity).
