Changed the order of a simple layer and it crashed immediately on button press.

Not reproduced with Inkscape 0.48.2 r9819 on Mac OS X 10.5.8 (i386)
In a file with multiple layers, the layer order can be changed in the 'Layers…' dialog, using the 'Layer' menu items or keyboard shortcuts, without triggering a crash (irrespective of the status (visible/hidden, unlocked/locked).

This happened while adding a shape to a picture.

Happened on Precise while trying to add a new layer between two other layers.

Happened on Precise, but was not manipulating layers, just adding text.
