20.04: Optimized SVG save fails due to no python-scour package

Bug Description
Saving an SVG to optimized SVG fails. No other feedback available than a prompt message stating:
"File /home/set/
Installed scour because i remember that solved it from a previous similar issue, but it didn't resolve this time.
Starting Inkscape from the terminal didn't give me more information.

when using the Inkscape ppa (ppa:inkscape. dev/stable) and upgrading to Inkscape 1.0 (1.0+r72) Pango version: 1.44.7, the bug disappears.
