I was unable to reproduce this error with inkscape 0.92.4-2 on Ubuntu Disco. Could you please try installing the latest updates and check to see if the issue persists?

Still don`t start. Terminal:

$ inkscape

According to your original report you have libgtkmm-2.4-1v5 installed.
Could you please check if you have this file available?
/usr/lib/x86_64-linux-gnu/libgtkmm-2.4.so.1.1.0
If you have that, you should also have
/usr/lib/x86_64-linux-gnu/libgtkmm-2.4.so.1
as a symlink to the former.

No, I have simlink libgtkmm-3.0.so.1 and libgtkmm-3.0.so.1.1.0.

Those are not useful, since inkscape 0.92 as shipped in Debian uses gtk2, not 3.

Anyway, that means somehow your installation of libgtkmm-2.4-1v5 is broken, please try reinstalling it with
    apt install --reinstall libgtkmm-2.4-1v5
and those 2 files I mentioned should pop up. Afterwards try to lunch inkscape again.

I test the Hubuntu 19.04, so this bug is my signal to the system's developers to fix the problem, not a request for help.

I can't understand that problem, I think your system is broken somewhat, since files that should be there are not there.

And for sure inkscape is not at fault here, at most it would be gtkmm2.4's. but I really can't imagine how that could happen.
