Stage 2 of the breezy install fails if root is jfs filesystem

Bug Description

I performed an install of Ubuntu Breezy (amd64) using the daily CD from the 30th
Sep. I manually partitioned the hard disk with a small /boot as ext3, and / as
jfs. Upon reboot for the second stage of the install, the system stopped
loading, complaining that it could not load module jfs and left me unable to
complete the installation. This bug seems very similar to

In fact, as far as I can tell, this *is* bug #22933.
