Thank you for taking the time to report this bug and helping to make Ubuntu better. The relevant dpkg terminal log says:

/boot/config-5.19.0-35-generic is not present any more. Probably the kernel version 5.19.0-35-generic is not fully installed any more. I recommend to remove this kernel completely:

sudo apt remove linux-image-5.19.0-35-generic linux-modules-5.19.0-35-generic linux-modules-extra-5.19.0-35-generic

Commit 035190cc4385c0441dddc1bbaba000cf7f1f179b (released in initramfs-tools 0.141) introduced this kernel compression support check. Let's make mkinitramfs skip the compression support check if the kernel config is missing.
