needrestart is being skipped since dpkg has failed
E: Sub-process /usr/bin/dpkg returned an error code (1)

I tried following several threads with suggestions on how to possibly clear or repair the issue by applying:

sudo apt clean
sudo apt autoremove --purge
sudo apt upgrade
sudo apt-get install -f
sudo dpkg --configure --pending
dpkg --audit
sudo update-initramfs -u -k all

Everything seems to return to "E: Sub-process /usr/bin/dpkg returned an error code (1)"
