init hangs when debug is specified

Bug Description

When specifying "debug" on the kernel command line in order to catch initramfs debug info, the init hangs. It's quite early in the boot process (certainly before pre-mount is called, as I don't see anything relating to btrfs scan and resuming from hibernation).
