Post-reboot, "dpkg --configure -a" worked, and I am able to boot and run the new kernel.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The relevant dpkg terminal log says:

sed: can't read /usr/share/plymouth/themes/ubuntu-text/ubuntu-text.plymouth: No such file or directory
