I have the same issue:

Happened to me too when I updated my vivid system after a few weeks again.
I still have upstart-bin (1.13.2-0ubuntu9) from before the transition to upstart installed and tried to upgrade it.
init-system-helpers has a Replaces/Breaks on the transitioned upstart package but not on the upstart-bin from before the transition. Trying to upgrade upstart-bin first doesn't work as this pulls init-system-helpers too and apt tries to upgrade init-system-helpers before upstart-bin.
init-system-helpers should also get a Replaces/Breaks on the old upstart-bin package. I assume upgrades from utopic (which have upstart-bin with files) to vivid are also affected by this.

Right. But instead it Breaks/Replaces upstart instead, which is wrong. This mistake was accidentally uploaded because of some coordination issues. Confusingly both upstart-bin 1.13.2-0ubuntu9 and upstart 1.13.2-0ubuntu9 shipped /lib/init/

I can confirm that the problem is resolved for me on a vivid install.


your system is not fully updated: you should have upstart-bin 1.13.2-0ubuntu11 & init-system-helpers 1.22ubuntu6
switch to 'main' server if you are updating from a local mirror
