inetutils-inetd needs file in /etc/inetd.d/

Bug Description

this is on 16.04.

if one installs the atftpd package you also get inetutils-inetd but the result is not working.

the reason for this is that atftpd puts it config in /etc/inetd.conf and leave the /etc/inetd.d/ directory empty.

but if that directory is empty inted is not started.

so all that is needed is that there is at least one file there for things to start working.

the offending line is this in /etc/init.d/inetutils-inetd

  if ! grep -q "^[0-9A-Za-z/]" /etc/inetd.conf /etc/inetd.d/* 2>/dev/null; then
