Bug Description
Using the phone in version 9, rtm English channel, but configured in Spanish.
Steps to reproduce:
1) Go to system-
2) Reboot the phone
3) Unlock the SIM
4) Open the Sound Indicator and leave it open
5) Toggle Silence mode
6) Leave the indicator open and wait.
Expected results
* Silent mode is already checked on boot (bug 1391164)
* Silence mode stays checked
Actual results
* Silence mode goes back unchecked after 0.5 seconds.
