Invalid UTF-8 in user switcher panel indicator

Bug Description

I've looked at the past reports of this in Launchpad and tried the fix in /etc/login.defs ... no good. So, still a problem.

My Oneiric install is the Beta 2 install on top of my previous 11.04. This error is seen in all user accounts after the upgrade.
