User menu should still show even if there is only 1 user

Bug Description
I did a clean install today and was surprised that the user menu didn't show up if there was only 1 user configured on the computer. This makes it more difficult for users of single-user computers to set up Online Accounts or more importantly change their password or add a second user via the "User Accounts" button that was added today to indicator-session.
As a member of the Ubuntu Documentation Team, this makes our job more complicated to explain how to do these tasks.

This does not need design work: there is nothing in the specification that says the menu should be hidden if there is only one user. It should be shown regardless.
More important than making it hard to change password or account settings, hiding the menu makes it practically impossible for sole users to enter a guest session.
