New action when pressing "Shutdown" and closing the laptop screen

Bug Description

The current action when pressing the "shutdown" button(the dialog appers where it start to countdown for shutdown from 60) and closing the laptop screen is suspending the computer. And when waking up the countdown for shutdown starts to count again where it lefts. It will be better to shutdown the laptop instead of suspending.

Thoughts following a brief discussion in #ubuntu-devel with chrisccoulson

This could perhaps be achieved by inhibiting gnome-power-manager while the countdown timer is active, and checking the status of the laptop lid while counting down. The rest of the countdown could be skipped if the lid is closed.
