See appended screen shot with two users logged in, it appears as if nobody has logged in. My system runs Ubuntu 17.04 (64-bit,) package indicator-session is up to date (17.3.20+17.04.20170403-0ubuntu1). I am reporting this as a new bug in 17.04, but this has been a bug in 12.04 before (#1009381).
