Setting 'dconf write /org/gnome/desktop/lockdown/disable-log-out true' replaces Restart and Shut Down with Lock and Log Out

Bug Description

Ubuntu 16.04, unity 7.4.0+16.04.20160415-0ubuntu1

Doing 'dconf write /org/gnome/desktop/lockdown/disable-log-out true' should only remove the Log Out option from the top-right menu.

In addition, after a reboot, it replaces the Restart and Shut Down options with Lock and Log Out, respectively. Clicking on Shut Down should offer Restart and Shut Down but it no longer does. But it does allow Log Out, which is what /org/gnome/desktop/lockdown/disable-log-out is supposed to disallow.

This was previously reported as bug #1176476 in unity-tweak-tool.
