This appears to be not the default behavior in Xubuntu install.
My initial install was Ubuntu, followed by apt-get install xubuntu-desktop.
In this case, the question remains, why does my default "xfce4" configuration differ from the one provided by "Xubuntu" during clean install.
Ubuntu installs indicator-session by default and Xubuntu does not. This indicator can be displayed by xfce4-indicator

"the right hand side panel" is xfce4-indicator -plugin 2.3.3
