Log out/Lock not functional with user with no password

Bug Description
when creating a user account with no password, the lock and logout functions dont work. you must click on another users name to log out or lock the account. i think that the lock should take you back to the user selection screen without disrupting the windows in your account. the log out should sign out and discard your windows.

I don't have a 14.04 setup to test with ATM, but trying the same in a 15.04 box, I can partially confirm this wrt the lockscreen, locking doesn't work on a user with no password. The "lock/switch account..." menuitem shouldn't be available in this case.
I'm not able to reproduce the Logout issue; logout works fine even on accounts with no password. This needs re-testing on 14.04.
