Menuitem `suspend' has no dconf key to be suppressed

Bug Description

Unlike other menuitems we can not suppress `suspend' menuitem in indicator-session with an easy to maintain dconf key.

This appears to be important because we can no longer use policykit to disable suspend. After disabling suspend via initd (bug #1300460) there still is a `suspend' menuitem. This may be confusing.

In addition, the close proximity of `suspend', `log-out', and `shutdown' items may lead to an unwanted suspend in systems where this does not work as expected, or where a user should not suspend.

In policykit, you should use "login1" instead of "upower", there is an exemple in this one : https://bugs.launchpad.net/ubuntu/+source/policykit/+bug/1300460

Thank you for linking to the workaround for disabling suspend.

Please note however that this bug here is not about completely disabling
suspend (we know how to do that). It is all about just disabling the
suspend menuitem in the session indicator for users who should not suspend
accidentally.
