indicator shows 25% charge but phone runs out of battery

Bug Description

build 116 on Nexus 4

- Use the phone for a while when not plugged in
- After extended use or being suspended, indicator shows about 25% charge (still white)
- Then phone completely dies, battery is empty as you can't turn it back on unless plugged in

Expected results:
indicator should turn red when battery level critical
user should be prompted that battery level critical

Run this command when the battery gets low to see if indicator reporting same thing that the backend provides:
gdbus call --system --dest org.freedesktop.UPower --object-path /org/freedesktop/UPower/devices/battery_battery --method org.freedesktop.DBus.Properties.Get org.freedesktop.UPower.Device Percentage

Ran the command, it shows 9%, so it's pretty clear this problem is with the indicator. Yet the indicator is still white, and looks like at least 25% in the icon. If you open the battery indicator it correctly shows "Charge level 9%" yet the color/state of the icon is not correct.

It should do the following:
- if charge level below 20%, the icon should be red
- the user should be warned with a notification when batter drops below 20% and again 10%

Currently there is no accurate indication the battery is about to run out and the phone just dies, which is obviously not good.

The icon issue is described in <https://bugs.launchpad.net/ubuntu/+source/indicator-power/+bug/1186181/comments/12> which is currently blocked by design.

The notifications are covered in bug #1296431, which has an approved fix waiting to land.
