I am noticing the same behavior. In addition, already-configured VPN connections are also affected, not just new ones.

This seems to happen to me once in a while when I first boot up Ubuntu 12.04. In the toolbar, the networking dropdown does not show the VPN sub-menu. Then, if I disable and renable networking, the sub-menu reappears and I am able to connect with VPNs after this. This has only happened to me twice so far, though I am not often connecting to VPNs, so it could have been happening without me noticing.

I have identical behaviour to nexl above on 12.04. I use VPN every day and it happens around 1 in 10 times after boot up.

This was solved for me, but it's re-occurred in 12.10.

Same as nexl (comment #4): Using Ubuntu 12.04 Precise Pangolin with the indicator-applet-complete 0.5.0, network-manager 0.9.4.0-0ubuntu4.2, network-manager-gnome 0.9.4.1-0ubuntu2

After booting up my laptop attached to a wired network, there was no VPN submenue. Unplugging and replugging my LAN cable made the VPN submenue appear.

This has just started happening to me. 12.04 64 bit. I recently had to replace my motherboard, cpu and ram after Hurricane Sandy and this seems to have started after that.
