Fix the DataUsageIndication_enabled test to work under CI

Bug Description

Currently, due to some tricky timing constraints, one must run the DataUsageIndication_enabled test manually together with some environment variable magic to ensure that the network activity indication is working.

We really need to get this test working under CI.
