Lack of signal is not obvious

Bug Description

1. Go somewhere you have no cellular signal, for example a tunnel or basement.
2. Look at the status bar.

What you see: The same cellular signal icon as usual, just with zero bars.

What you should see: Something more obvious.

This is worse because the 0 bar icon is actually being used for both low signal and no signal, so there is no way to tell from the indicator if you actually have signal or not.

A suitable icon for no signal is shown at: https://launchpadlibrarian.net/171916895/sim_icon_examplepng.png

There is now a dedicated icon for "no signal".
