Functionality in this bug covers larger ground than just the indicator.

It can be splitted down to:

 - apps being able to detect if the system has now connectivity
   * [already implemented] [connectivity-service]

 - apps / system components should have a way to indicate that they absolutely need network connectivity
   * [needs design] [connectivity-service]

 - showing a dialog to the user which component is requiring immediate network access
   * [needs design] [ubuntu-ux]
