Clicking in messaging menu does not switch to different virtual desktop to show app

Bug Description
Binary package hint: unity
This is how you re-produce this bug (assume I have Evolution open on my top-right virtual desktop):
1. I am current on my top-left virtual desktop. I get an email and my messaging menu turns blue.
2. I see there is one email. I click that item in the messaging menu.
3. Nothing happens and evolution is not focused.
This makes for confusing behavior and makes the messaging menu much less useful - it notifies me that it needs attention, and when I seek to react, nothing happens.
