Can't set the status in indicator-applet-session if empathy is not running

Bug Description

Binary package hint: indicator-applet

If I don't start empathy (either from indicator-applet or from the Applications menu) all the status lines in the indicator-applet-session menu are disabled.

This happens on a fresh lucid install.

I understand the technical reason behind this behaviour but it would be really more intuitive if the user could simply change the status and its preferred IM client launched if necessary (i.e. if the status is set to anything but offline).
