Keyboard layout switched back to English after each boot (after login)

Bug Description

I'm on Ubuntu 13.10 with the lastest updates installed.

What I experience:
When I boot my Computer and log in to the Unity session the keyboard layout is switched to English although the keyboard indicator is set to German and I removed English from the input list. I then have to click the indicator and enable German again to get the right keyboard layout. Because of this I cant't remove the indicator from the systray though I really would't need it.

What it should be like:
When I start my computer I want to have the keyboard layout I chose before because no other layout makes sense for the build in keyboard and I would like to remove the indicator from the systray.

I have the same problem but with a French K/B layout, the work-around here http://askubuntu.com/questions/362973/language-problem-ubuntu-13-10 seems to work for me too.
This occurs only after login else my password would be wrong due to the differences in character layout between French and English K/Bs.

Every time i start my laptop i face the same problem.
Even though the keyboard indicator seems to be TR (turkish), when i type i realize that it is the english keyboard. After changing the keyboard setting from turkish to 'real' turkish layout, it works.
(Ubuntu 13.10, Logitech k360 keyboard)

I am having the same problem. My indicator shows Pt but actually the keyboard is set to En. I want it to be Pt as it is configured.

Same problem here (Pt keyboard).

I have observed that for me this bug only happens when "my weather indicator" is launched during boot.

Found out when the keyboard worked after the indicator had crashed during boot. Since removing the autostart option of the indicator, the keyboard options are set correctly...

This issue came back after upgrading to 14.04.

I have this issue on an Asus Laptop with Ubuntu upgraded to 14.04.
My workaround is the addition of "setxkbmap de" to the list of auto start programs.
