1. Open the Date & Time settings window.
2. In the "Clock" tab, click "Choose Locations…".
3. Close the "Locations" window.

What should happen: The settings window stays open.

But occurs when the list is empty, mterry says it's a dupe and he's got a fix coming.

This sounds like bug 740978, especially if the list is empty... If the list is empty, then I'd mark this as a dup.
