Time is not updated on the welcome screen until the next minute

Bug Description

I originally noticed this bug in flight mode, but I've seen it happening without flight mode too. It seems the time on the welcome screen is not updated instantly when the screen is on, but only the next time a minute passes. I'm using image 172.

Original description
I've noticed that time is updated neither on the welcome screen nor in the indicator if Flight Mode is on and time and date is set up to update automatically.

In this case, the time at the bottom of the Time and Date page in u-s-s is still updated normally, but the indicator and the welcome screen's time is frozen to the value when the Flight Mode was enabled.

A workaround for the time to update is to set the update mode to Manually, but in any case, as a user, when I set Flight Mode on at the flick of the switch, I wasn't expecting to have to open u-s-s for time to be kept.

It's improved much more since I reported it, in the sense that now the time is updated. However, it might take up to a minute for it to be updated on the welcome screen to the right value. E.g.

1. It's 23:44 and I turn the screen off
2. At 23:51 I turn the screen on. The welcome screen still shows 23:44.
3. I wait for the next update cycle for about 30 seconds (I guess the value updates every minute?) and then the value on the welcome screen is updated at once from 23:44 to 23:51

I'd expect the value in the welcome screen to be updated instantly when the screen is turned back on, in the same way as the clock app updates its value straight away when coming back from suspended state.

My use case that's bit me a couple of times already is that I set my phone to plane mode when I go to sleep. If I happen to wake up after a few hours in the middle of the night and look at the time at the clock, it's still set to the time the screen went off a few hours ago. So the behaviour has improved in the sense that the time now updates, but generally at that time at night I don't have the patience to stare at the screen for a minute to wait for the time value to update :)

I saw the time update after around 30 secs, but then it went from 8:28 when it suspended, to 8:43, 8:45, then 8:46 within a span of several secs
