Add an option to disable geoip check

Bug Description

Geoip check is currently used to determine if your timezone has changed. It connects to canonical servers on every boot. There is currently no way to disable the geoip check. Please add an option to disable it, so users that do not need timezone adjustment or privacy-aware people can turn it off.
