indicator neither shows nor sets cpu governer correctly

Bug Description

when changing values in the indicator menu between performance/balanced/powersave these values are not reflected when checking the settings with cpufreq-info, or manually looking at /proc/cpuinfo.

Furthermore the option "Balanced" that its offering for selection seems not to really exist, as per cpufreq-info.

I *can* actually switch between the values using the studio-controls application. changing values there leads to visible changes in cpufreq-info output and /proc/cpuinfo data shown.

Maybe this is related to or the actual root is in https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/1977660
