libappindicator falls back on log in because the indicator-application-service isn't (always) loaded fast enough

Bug Description
Binary package hint: indicator-
Transmission (Torrent client) does not fall back to the old notification when there are no indicator service.
Step to reproduce is to install trayer and do not let gnome-panel start on login and then start transmission.

The fallback mechanism is handled internally by libappindicator, so I'm not convinced this is a transmission issue
