indicator-applet-complete is using 100% of cpu maybe a gnome-panel flashback problem in ubuntu 16.10 and others

Bug Description

The computer is working slow, not programm running and 100% of cpu for indicator-applet and 100% of cpu for initctl, I don't know if there is a relation or are different reasons for each process.

System updated to ubuntu 16.10 from 16.04 and gnome-panel.

If I kill it:
killall indicator-applet-complete

It asks for restart and no more cpu usage after restart.

initctl keeps at 99% after that so probably are different problems.
I thought was retroshare06, but is not, it's just a question of time, and it happens, it gets 100%, normal use, telegram, transmission, owncloud client and after a few minutes maybe one hour 100% use of this component.

Seems is happening in other ubuntu versions with the flashback desktop, I'm using gnome-panel

killall initctl is working but each reboot it hangs after randomly time.

sorry for the wrong posting just before...
so kill the initctl process works well but it come again after rebooting the OS, i do not know if it's related but notify-osd does not work it looks for me like the first time notify-osd must be displayed the initctl process starts to hang cpu slowly since it use 100%
using sound sound applet must display notify-osd for volume level each time im using it the intictl process gain %
