arm64 build lacks delegate for bitmap format

Bug Description

Converting an image from .bmp to .jpg using `mogrify -format jpg <path to bmp>`, on amd64 machines it works fine, but on arm64 machines it reports

`mogrify-im6.q16: no decode delegate for this image format `' @ error/constitute.c/ReadImage/575.`

Relevant output of `dpkg -l`:
GOOD:
ii imagemagick 8:6.9.11.60+dfsg-1.3ubuntu0.22.04.3 amd64 image manipulation programs -- binaries
BAD:
ii imagemagick 8:6.9.11.60+dfsg-1.3ubuntu0.22.04.3 arm64 image manipulation programs -- binaries
