Input Method Switcher does not show right input method and doesn't switch to default input when opening a new window

Bug Description

Hello,
I'm running Ubuntu 11.10 with both English and Hebrew input methods for my keyboard.
I set the input method switcher (version 1.20ubuntu5) to use the two languages and to switch to the default input for new windows, but there are a few problems:
1. sometimes I try to change the input, and when I type it's changed, but it doesn't show the right input on the input method icon on the panel. Only after I change the input twice more, I see the icon change.
2. When I have one window open with one input method and another window open with the other method, the icon doesn't change when switching between the windows, and it gets confusing.
3. New windows just open with the currently selected input method, rather than the default one.

In summary, the keyboard input method switcher doesn't use the settings I chose for it, and it doesn't show me what input method I'm actually using.

Note that it only happens if I use the keyboard shortcut: L.Shift+Alt, and not when I use the mouse to change the layout.
I tried using another input method switcher like Ibus, but it only seemed to have chinese input methods, so I wasn't sure I could actually use it.
