Bug Description
Issue 1 technical:
18.04.1, did not check others. Installing ifupdown 2 ( to expand vlan interfaces from template loop ) removes ifupdown. and does not config interfaces at boot.
Also online manual page seems to suggest ifupdown2 with py-mako installed as default one.

It is quite easy to repeat - just add a single no-function VLAN (iface eno1.999 inet manual) to any network adapter, observe it added via ifupdown, install ifupdown2 (the other is removed down the road) , reboot as much as you want, nothing at boot.
