inet manual sets device up with link local address without 'auto'

Bug Description
When a device is not marked as 'auto' or allow-hotplug or allow-auto, but is 'inet manual', the interface is brought up, and it will have a link-local address. the ifup scripts are not run, and ifquery --state does not show it as up (both of which are correct), but the interfaces should not have been brought up.
