Networking crashes all other ubuntu components on start / stop

Bug Description

While running the command sudo service networking start / stop all other ubuntu components namely launch screen ... gets terminated ...

Info:
1) The release of Ubuntu you are using, via 'lsb_release -rd' or System -> About Ubuntu
Ubuntu 13.04
2) The version of the package you are using, via 'apt-cache policy pkgname' or by checking in Software Center

3) What you expected to happen

Network to be restarted for fixed line
4) What happened instead

Everything except the current command line disappeared i had to re-install whole ubuntu base system.
